FD Stonewater completes redevelopment of DEA HQ complex

The rehabilitated facility creates an improved employment base while maintaining a key state tenancy, two big wins for Arlington County that will spur continued growth.

FD Stonewater recently completed the phased redevelopment of the US Drug Enforcement Administration (DEA) headquarters on behalf of the property. Located at 600-700 Army Navy Drive, also known as Lincoln Place, the two-building complex is a 511,000 square foot Class A highly secure facility in the Pentagon City neighborhood of Arlington County. FD Stonewater also represented ownership of the Lincoln Place 15-year lease extension in Northern Virginia’s largest lease transaction of 2018.

Lincoln Place’s redevelopment allows the agency to modernize its law enforcement mission and implement efficiencies that will allow 400 additional employees to work at headquarters, increase the county’s employment base and support the agency’s expanding mission.

At the outset of the transaction, ownership committed to significant capital increases aimed at transforming Lincoln Place into a premier government leased facility. The redevelopment includes a secure office with 20,000 SF Sensitive Compartmented Information Facility (SCIF) space, cafe and fitness center facilities, courtrooms, a government museum, and building system upgrades for both buildings. The facility meets Federal Security Level IV requirements. One of the most unique components of the project, the 12,000-square-foot DEA Museum is an interactive, state-of-the-art exhibit space that showcases the agency’s history and the evolution of its mission while addressing key agency issues.

“The DEA has long been part of Arlington’s federal presence, and we are pleased that the agency has chosen to remain here in Arlington and make significant improvements to enhance their home here,” said Matt de Ferranti, chairman of the board from Arlington County. “This newly developed facility not only maintains a large employment presence that will support many other businesses in the Pentagon City neighborhood, but also attracts additional visitors through the newly designed DEA Museum.”

For the success of the project, it was necessary to secure a swivel room for the employees of the DEA headquarters. FD Stonewater’s leasing team secured 75,000 square feet of swing space at 2200 Crystal Drive and negotiated a 2-year lease with flexible renewal options. FD Stonewater provided the agency with turnkey Swing Spaces for the duration of the headquarters refurbishment and coordinated the agency’s relocation to the temporary premises.

DEA’s redevelopment order marks further expansion of FD Stonewater’s federal development and construction management platform. FD Stonewater has completed other major federal projects on behalf of building owners this year, including the 500,000-square-foot redevelopment and redevelopment of the National Institutes of Health (NIH) campus in Bethesda, MD.

FD Stonewater partnered with SmithGroup as architect-of-record and HITT Contracting as general contractor. The project was delivered on time and on budget.
