Sec. 2. The tasks of the President according to the Federal Advisory Council Act applicable to the committees listed in Paragraph 1 of this Ordinance shall be performed by the department or agency head appointed after each committee, without prejudice to the provisions of other rules of procedure, in accordance with the regulations, guidelines and procedures, determined by the administrator of the general services.
Sec. 3. Sections 1 and 2 of Implementing Ordinance 13889 of September 27, 2019 are hereby replaced by Sections 1 and 2 of this Ordinance.
Sec. 4. Executive Order 11287, dated June 28, 1966, as amended, is further amended in Section 2 (a) by deleting “twelve” and inserting “fourteen” in its place.
Sec. 5. Executive Order 12382 of September 13, 1982 as amended is further amended as follows:
(a) by deleting section 1, with the exception of subsection (c) and inserting the following before subsection (c):
“Section 1. Establishment. (a) The President’s National Security Telecommunications Advisory Committee is established and should not have more than 30 members. These members must have specific knowledge and expertise in cybersecurity and information and communication technology (ICT) and represent various elements of the country’s telecommunications industry. The members of the committee are appointed by the President.
(b) The President appoints a chairman and a vice-chairman from among the members of the committee, each for a term of office of up to two years. “
(b) by deleting Sections 2 and 3 and inserting the following new Sections 2 and 3:
“Sec. 2. Features. (a) The Committee shall provide information and advice to the President through the Secretary of Homeland Security from the perspective of the relevant cybersecurity, ICT and telecommunications industries on information security, cybersecurity and the ICT ecosystem for national security and emergency preparedness (NS / EP ) Concerns.
(b) The Committee shall inform and advise the President, through the Secretary of Homeland Security, on the feasibility of specific measures to improve the resilience and security of the United States’ digital and communications infrastructure.
(c) The Committee provides technical information, advice and recommendations on NS / EP policy issues related to cybersecurity, ICT and telecommunications.
(d) The Committee shall report periodically to the President through the Secretary for Homeland Security on matters under this Section.
Sec. 3. Administration. (a) The heads of executive agencies shall, to the extent permitted by law, provide the committee with information on policy issues related to the NS / EP in relation to cybersecurity, ICT and telecommunications so that it can carry out its duties and mandate. Information submitted to the Committee may not, to the extent permitted by law, be publicly viewed.
(b) The members of the committee serve without compensation for their work on the committee. However, insofar as this is legally permissible, you are entitled to travel expenses, including daily allowances.
(c) All expenses of the committee are, to the extent permitted by law, paid for with funds from the Secretary of State for Homeland Security. “
(c) by deleting Section 4, with the exception of subsection (b), and inserting the immediately preceding subsection (b) of the following:
“Sec. 4. General. (a) Notwithstanding other executive ordinances, the functions of the President are performed by the Secretary for the Federal Advisory Committee Act, as amended (5 USC App.) to the Committee, with the exception of the annual reporting to Congress Homeland Security in accordance with policies and procedures established by the General Services Administrator. “
Sec. 6. Executive Order 13231 of October 16, 2001, as amended, is further supplemented in Section 3 (a) by the note “The President shall appoint from among the members of the NIAC a Chairperson and a Vice Chairperson, who shall assume the functions of Chairperson, if the chairman is absent or disabled, or in the case of a vacancy of the chairman ”and insert in his place“ The president appoints a chairman and a deputy chairman from among the members of the NIAC to perform the duties of the chairman when the chairman is absent or prevented from doing so a vacancy of the chairman for a term of office of up to two years. “
Sec. 7. Executive Order 13265 of June 6, 2002 as amended is further amended as follows:
(a) in Section 2 (a) by ticking “develop a national strategy” and insert instead “further proclaim a national strategy (the National Youth Sports Strategy).”
(b) in Section 2 by ticking the “and” at the end of subsection (a) (iii); delete the period at the end of subsection (a) (iv) and insert a semicolon instead; and insert the following new subsections:
“(V) Raise national awareness of the importance of mental health in relation to physical fitness and nutrition; and
(vi) Share information on the positive mental health effects of physical activity, particularly in relation to children and adolescents, to address the negative mental health effects of Coronavirus Disease 2019 (COVID-19). “
(c) in Section 4 by adding the following new subsection after subsection (c):
“(D) Council members act on behalf of the council as liaison officers and spokespeople for relevant government, local and private entities and share information about the work of the council with the secretary on ways to expand and improve physical activity, fitness , Sports and nutrition programs and services at the state, local and national levels. “
Sec. 8. This order comes into effect on September 30, 2021.
