Question: Mr President, what is your message to the moderates who are frustrated with the delay in the vote?
THE PRESIDENT: Everyone is frustrated. It’s part of being in government – being frustrated.
Hey look, one of the things I love about you guys – I saw it the other day, “Biden swore he’d do this. Biden is committed … ”
Biden will work like hell to make sure we both passed and I think we will.
F Will there be –
THE PRESIDENT: And I’ll talk to them on the phone a lot and maybe meet some of them.
Q: Do you think the Democrats will have to go alone and make up in order to get through – raise the debt ceiling?
THE PRESIDENT: Well, I hope the Republicans will not be so irresponsible as to refuse to raise the debt ceiling and – and to lift the debt ceiling. That would be completely unscrupulous. Never done. And so I hope that won’t happen. Number one.
Number two in terms of childcare, dealing with the tax breaks for people who install everything from solar panels on their homes to wintering their homes – I mean, they make their homes so that they – the windows and doors – are tight. All of these things are contained in this second law. And I’m going to be traveling the country this week to explain why this is so important.
See, it’s understandable. There is a lot in these two bills that everyone thinks they know, but they don’t know what’s in them. I – if you – if you go out and test each and every element of the bill, everyone is for him – not everyone; over 70 percent of Americans are for it.
For example, my goal here is to make sure that we create the things that make the lives of ordinary people more worthwhile. I mean that sincerely. It is not – this is not a political statement; it is the reality. You have people – a woman trying to get back to work, who has two children, and she can’t go back unless she has and can afford a decent daycare.
You can’t be in a situation where when you have a child – why shouldn’t someone who makes $ 20,000 a year, for example – not get a rebate from the government, just like you and I do when we file our taxes? We get $ 2,000 for every child we have and just take them off our taxes. But if they don’t have to pay taxes because they don’t make money, then they should get their direct payments back. Why should they be deceived about it? It’s all about being fair.
In none of these laws is there anything radical or unreasonable, that is, if you look at it individually.
The problem is – you know, one of the reasons why – people said, “Well, I heard on TV …” – and it wasn’t entirely legitimate – “Why didn’t Biden go around the country earlier and sell this?” Well folks, two little things like – we had hurricanes and floods, and we had little things like us – – anyway, it was busy. It was busy.
So I’m going to try to sell what I think people – Americans would buy. And I am convinced.
Q Are you confident Senator Sinema is leaving –
THE PRESIDENT: I ââam not – you see, I am not – you ask if I am confident – okay? – I am – if I am adamant, I undertake to do so. Come on.
I think I can do it. I believe if the American people know what’s in there, we can do it.
Q Are you thinking of Thanksgiving, sir? Do you think this could be all over by Thanksgiving?
THE PRESIDENT: I ââthink it can be done by 2:27 a.m. on December. – Come. I think it will be ready. Plenty of time to change the tax laws for the people over the next year and give people the breaks they need.
Q You said everyone was frustrated. How frustrated are you, Mr President, with the delay?
THE PRESIDENT: I ââam not.
Q President Biden, do you think the infrastructure plan can be passed without an agreed reconciliation framework?
THE PRESIDENT: I’m sorry?
Q: Do you think the Infrastructure Act can pass the house without a framework agreement on reconciliation?
THE PRESIDENT: Look, I am – I am a realist. I was – I was a senator for a long time. I know how laws are made. There is no reason why these two bills could not be passed independently, except that there are no votes for them. It’s a simple suggestion.
And so I think it makes sense to support both of them, and I think we can get them both done.
Q Can you talk about how the Democrats are united in their priorities? Were you surprised at how difficult it was to get the moderates and progressives informed about this?
THE PRESIDENT: We can very easily bring the moderates and progressives together if we have two more votes. Two. Two humans.
