The bill lists 45 co-sponsors but faces an uphill battle to get through the Senate.

West Virginia Democratic Senator Joe Manchin said he was against making DC a state through bill.

Many Republican leaders have spoken out against the law, saying that district voters will elect more Democrats to Congress.
